Legal framework and guidelines*

  • Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40); sets binding PFAS restrictions in food contact materials from 12 August 2026
  • The PPWR amends existing EU packaging laws, including Directive (EU) 2019/904, to improve circularity and reduce hazardous substance use
  • The European Commission will review and potentially tighten PFAS limits by 2030
