Restriction proposal in relation to tattoo inks and permanent make up
On 21st January 2020, ECHA’s restriction proposal on tattoo inks and permanent make up was subject to a consultation and scrutinised by scientific committees. The proposal restricts over 4.000 substances, some of which are already restricted under the EU’s Cosmetic Products Regulation. There is a recommended two-year transitional period for Pigment Blue 15 and Pigment Green 7 before being banned.
The commission presented a draft restriction for discussion with EU member states in February.

Brief description:
This legislation restricts the use of Octamethylcyclotetrasiloxane (D4) (CAS No 556-67-2 EC No 209-136-7) and Decamethylcyclopentasiloxane (D5) (CAS No 541-02-6 EC No 208-764-9) in wash-off cosmetic products in a concentration equal to or greater than 0,1 % by weight of either substance, after 31 January 2020

Eurofins Cosmetics & Personal Care increases physico-chemical analyses portfolio
In order to control the use of restricted or banned substances, Eurofins offers analytical services to identify the following substances:
- Allergens: 82 fragrance allergens are categorised as ‘established contact allergens in humans’ in the Committee’s SCCS/1459/11publication. We use gas chromatography to offer a complete testing solution analysing the 60 allergens
- Atranol and chloratranol: regulation 2017/1410 published on 2 August 2017 banned 3 allergens from use, this included Atranol and Chloroatranol. From 23 August 2019, no new cosmetic products containing Atranol and Chloroatranol can be placed on the market. Products already in market that contain Atranol and Chloroatranol may continue to be marketed until 23 August 2021
- Siloxanes: Leave-on personal care products and other consumer/professional products (e.g. dry cleaning, waxes and polishes, washing and cleaning products) containing D4/D5/D6 in concentrations > 0.1% cannot be placed on the market. In addition, wash off and rinse off cosmetic products containing D6 in concentrations > 0.1% cannot be placed on the market. Eurofins performs the testing required to determine the quantification of D4/D5/D6 in your products to ensure conformity of with these regulatory requirements
Review - Conference on safety assessments specifically aimed at evaluating the exposure of beauticians to professional use cosmetic products
Following 4 months of investigation into beauticians’ habits and behavior in beauty salons and spas, Eurofins has consolidated solid data determining the way in which beauticians are exposed to cosmetic products at their places of work. The main objective of this investigation was to gain a better understanding of the safety of specific products prior to their commercialisation.
The first results of this research were welcomed with interest by our clients, during a conference held in Aix-en-Provence, France, on January 31st.
