Importers may satisfy this requirement by filing the Full PGA Message Set directly in ACE, or by first loading certificate data into the CPSC Product Registry and then filing the shorter Reference Message Set in ACE.

What is CPSC eFiling?

CPSC eFiling is the electronic submission of Certificate of Compliance data for the regulated consumer products through the CBP ACE during import entry. The process supports the filing of data elements for both the Children’s Product Certificates (CPCs) and the General Certificates of Conformity (GCCs) for products subject to CPSC rules.

The CPSC offers two methods to eFile the certificate data:

  • The Reference Message Set via the Product Registry
    • Enter certificate data into the CPSC Product Registry.
    • Submit the Reference Message Set through the ACE system.
    • The Product Registry allows importers to manage and view their certificates and grant access to third parties like brokers or testing labs. This is the method Eurofins supports on your behalf
  • The Full Message Set
    • Submit all certificate data directly through the CBP’s ACE system

 

CPSC eFiling requirements

eFiling requires electronic submission of the following Certificate (CPC/GCC) data elements as part of the import process:

  • Product Identification: Requires at least one unique ID (e.g., GTIN, model number, SKU) and a detailed product description
  • Identification of Certifier: Requires the certifier's name, full address, email address, and telephone number
  • Contact for Records: Requires contact information for the individual maintaining records of test results
  • Manufacturer/Production Information: Requires the name, full address, and contact information of the manufacturing party
  • Date and Place of Testing: Requires the date and place (including contact information) where the product was tested
  • Attestation of Compliance: Requires an attestation statement on paper and electronic certificates, while eFiled certificates require attestation through CPSC's Product Registry
  • Standards and Regulations: Requires listing each applicable rule, ban, standard, or regulation.
    • The Final Rule clarifies the requirement for listing testing exclusions on certificates when applicable, instead of providing testing information

In practice, as an importer you need to be ready to:

  • Identify regulated products that require efiling
  • Maintain accurate product and manufacturer information
  • Organise required data of the CPC or GCC for electronic submission
  • File the PGA Message Set in the CBP ACE, either the Full Message Set directly, or the Reference Message Set after first loading certificate data into the CPSC Product Registry
  • Monitor and maintain versioning of the Certificates for future shipments

 

CPSC eFiling timeline

  • 18 December 2024: CPSC approved the final eFiling rule. ​
  • 8 January 2025: Final rule published in the Federal Register.​
  • 8 July 2026: eFiling becomes mandatory for most regulated consumer products.​
  • 8 January 2027: eFiling becomes mandatory for products imported into a Foreign Trade Zone (FTZ) and subsequently entered for consumption or warehousing.
