Tech Watch: Health Canada Elevates Clothing Storage Unit Stability Requirement to ASTM F2057-2023

Summary
On 31 March 2026, Health Canada updated its General Prohibition Table 3 under the Canada Consumer Product Safety Act (CCPSA) to include free-standing clothing storage units (CSUs) with a reference to ASTM F2057-23 — Standard Safety Specification for Clothing Storage Units. This update replaces the previous Table 3 entry, which referenced the 2019 edition of the standard. Health Canada's assessment concludes that the 2023 edition provides substantially improved protection against tip-over for Canadian children across a wider age group, and that the 2019 edition may no longer be sufficiently protective.
Products that do not conform to the applicable criteria in ASTM F2057-23, or an equivalent standard, are now considered to pose a "danger to human health or safety" under the CCPSA and are prohibited from manufacture, importation, advertisement, or sale in Canada.
Regulatory Mechanism
The CCPSA's general prohibitions (§7(a) and §8(a)) prohibit the manufacture, import, advertisement, or sale of any consumer product that poses a danger to human health or safety. Health Canada uses a three-table framework to communicate and formalise danger determinations:
Table 1 identifies hazards of concern and places product categories under monitoring. Table 2 opens a formal danger assessment for stakeholder comment. Table 3 reflects Health Canada's final determination that a product class poses a danger to human health or safety, triggering the full prohibition authority of the CCPSA.
CSUs were originally listed on Table 3 in July 2020, referencing ASTM F2057-19. The 31 March 2026 update, elevates the referenced standard to F2057-23. There is no legislated transition period when a Table 3 entry is updated — the general prohibitions under §7(a) and §8(a) are already in force. Health Canada has stated it will prioritise compliance promotion following the update, but enforcement actions, including seizure, orders to take measures, orders to recall, and prosecution, are available immediately.
Scope of Affected Products
The Table 3 entry applies to free-standing clothing storage units, including chests, drawer chests, dressers, bureaus, door chests, and armoires that meet all three of the following criteria:
- Height of 27 inches (686 mm) or greater;
- Mass of 30 lbs (13.6 kg) or greater; and
- Enclosed storage volume of 3.2 ft³ (90.6 dm³) or greater.
Units that are built into a wall, permanently attached to a structure, or that fall below any of the three-dimensional thresholds are excluded. Non-clothing storage furniture, such as bookcases, shelving, entertainment furniture, office furniture, and jewellery armoires, is also excluded.
Key Improvements in ASTM F2057-23
The 2023 edition introduced several critical enhancements over the 2019 edition, collectively addressing real-world use conditions more rigorously. These include the use of a 60-pound test weight simulating children up to approximately six years of age; stability testing conducted on both hard and carpeted surfaces; testing with multiple drawers open simultaneously; a dynamic force test that simulates the weight and motion of a child climbing or playing on the unit; an expanded product scope that now explicitly includes armoires, door chests, and chifferobes; and enhanced warning and labeling requirements.
US-Canada Alignment
The United States made ASTM F2057-23 mandatory under the STURDY Act (Stop Tip-overs of Unstable, Risky Dressers on Youth), codified at 16 CFR Part 1261, effective 1 September 2023. Canada's adoption of the same standard edition under Table 3 means that manufacturers and importers who are already compliant with US requirements under STURDY have substantially addressed the Canadian obligation as well.
Recommended Actions
Manufacturers offering CSUs to the Canadian market should take the following steps:
- Audit all CSU product lines for conformance to ASTM F2057-23, Section 4 performance requirements.
- Verify that all test reports from accredited laboratories reference the -23 edition of the ASTM F2057 standard; reports referencing -19 should be considered insufficient.
- Review warning labels and on-product labeling for alignment with the updated F2057-23 requirements.
