If, as an intermediary, you wish to transport solid manure fractions with manure code 13 or 43 (or a mixture of these), you are legally required to have the material sampled independently. Eurofins Agro is an accredited sampling organisation and can carry out this sampling for you in accordance with the statutory AP06 guidelines.
To ensure the smooth and correct processing of AP06 samples, it is important to have the required information available. Please read the information carefully before submitting your request.
Register your export consignments digitally with RVO in advance. Consignments transported within the Netherlands do not need to be registered in advance, but a fully completed VDM (Manure Transport Document) is still required. Before registering a consignment with RVO, make sure you have your Chamber of Commerce (KvK) number available.
RVO requires the KvK numbers of the supplier, intermediary and recipient when registering consignments. Without this information, it is not possible to register the consignment in the RVO system.
Make sure the VDM accompanies the consignment during transport.
Send a completed request form to planning-ap06@ftbnl.eurofins.com no later than 2:00 p.m. on the day before sampling. We will schedule a sampler to carry out the sampling within the requested time slot. See the explanation of the available time slots.
For sampling on a Monday, your request must be received by 2:00 p.m. on the preceding Friday.
You will always receive a confirmation that your request has been received. If you do not receive a confirmation, please contact the Planning Department. Otherwise, we cannot guarantee that your request has been received and is being processed.
After you have submitted your request to the AP06 Planning Department, Eurofins Agro will notify the Netherlands Food and Consumer Product Safety Authority (NVWA) of the following:
The planned sampling date and time slot, as well as the transport details.
The business location where the sampling will take place.
The full loading and unloading addresses, or the export number.
The manure code(s).
The Chamber of Commerce (KvK) numbers of the supplier, intermediary (KvK number of the sampling location), carrier and recipient.
The customer reference number of the client.
At the agreed time, the sampler will be present to take the sample within the scheduled time window. The sampler remains on site throughout the entire loading or unloading process.
You will receive a unique sample identification number from the sampler. This number must be entered into the AGR-GPS equipment.
In the case of loading, the sampler will also provide the container and lid numbers of the sampling container used.
The sampler records the VDM number on the sampling form accompanying the sample.
Our courier then collects the samples from the sampler and transports them to our laboratory for analysis.
Finally, send the accompanying documentation to the Eurofins Agro laboratory: ap06@ftbnl.eurofins.com.
If you use software with EDI functionality, submit the EDI form automatically through your system.
Once the accompanying documentation has been received, the sample will be processed.
Please note: We can only process a sample once the accompanying documentation has been received.
Submit the completed VDM (Manure Transport Document) to RVO.
Consignments that have not been sampled and are processed using statutory forfaitary values must be reported to RVO within 10 days of transport.
The following options are available for the sampling of consignments:
Each consignment to be sampled must be registered with a 2-hour time slot. When registering consignments for sampling, use the request form provided by the AP06 Planning Department. Complete the form in full and use one line for each consignment to be sampled.
The time slot can be changed up to 3 hours before the start of the scheduled time slot. There must always be a minimum of 3 hours between the requested change and the start of the revised time slot.
For a minimum of 5 loads, a half-day sampling window can be requested. This consists of either a morning window (06:00–12:00) or an afternoon window (12:00–18:00). All loads may be sampled within the selected half-day period, and no specific sampling time needs to be specified.
Loads that fall outside the selected half-day window must be registered separately using a two-hour time window and must be sampled strictly within that period.
If a load registered under the half-day sampling arrangement is expected to fall outside the selected window, the registration can be amended up to three hours before the start of the half-day period. After that, the request can no longer be modified in the NVWA system.
Please note that a minimum of 5 loads must remain within the half-day sampling arrangement. If the NVWA determines that this requirement is not being met, the intermediary may lose the right to use the half-day sampling option.
For a minimum of 10 loads, a full-day sampling window can be requested. This covers a time window from 06:00 to 18:00. All loads may be sampled within this period, meaning that no specific sampling time needs to be specified, provided that the loads take place between 06:00 and 18:00.
Loads that fall outside this full-day window must be registered separately using the standard two-hour time window and must be sampled strictly within that specified period.
If a load has been registered under the full-day sampling arrangement but is subsequently expected to fall outside the 06:00 to 18:00 window, it can still be converted to a two-hour time window up to three hours before the start of the day period and no later than 13:00 on the day concerned. After this point, the request can no longer be amended in the NVWA system.
Please note that a minimum of 10 loads must remain within the full-day sampling arrangement. If the NVWA determines that this requirement is not being met, the intermediary may lose the right to use the full-day sampling option.
Sampling can take place during loading or unloading at a location within the Netherlands.
For export consignments, sampling can only be carried out during loading in the Netherlands.
The requested two-hour time window is binding for the start of the loading or unloading process. In accordance with legislation, loading, unloading and sampling may not commence earlier or later than the agreed time window.
Any changes should preferably be communicated to the Planning Department by telephone or WhatsApp.
Please allow sufficient processing time when submitting changes.
Once the sample has been received and processed correctly, you will receive two separate invoices:
One invoice for the sampling service.
One invoice for the laboratory analysis.
