Environmental testing for construction materials.
The Soil Quality Decree (Bbk) regulates the use of soil and construction materials on or in the ground and in surface water. Its purpose is to prevent contamination of soil and water. The quality requirements that soil and construction materials must meet are determined by their chemical composition and leaching behaviour.
The Accreditation Programme for the Soil Quality Decree (AP04) sets the execution requirements for laboratory analyses of samples of soil, construction materials, and granular waste materials when these are tested within the framework of the Soil Quality Decree.
The decree outlines the standards that both the quality and the integrity of the executing organisations—including laboratories—must meet. Only laboratories accredited by the Dutch Accreditation Council and holding a specific recognition under the Soil Quality Decree are authorised to perform the prescribed analyses.
