Ensure compliance with CPSC eFiling

eFiling made simple: Streamlined, flexible, no set-up fees ever

If you import regulated consumer products into the United States, CPSC eFiling will be a compliance requirement effective 8 July 2026 (8 January 2027 for products brought through Foreign Trade Zone). The U.S. Consumer Product Safety Commission (CPSC) finalised the electronic Filing (eFiling) rule, which requires the importers of regulated consumer products to electronically submit the Certificate of Compliance data through the Automated Commercial Environment (ACE) operated by U.S. Customs and Border Protection (CBP). Importers may satisfy this requirement by filing the Full PGA Message Set directly in ACE, or by first loading certificate data into the CPSC Product Registry and then filing the shorter Reference Message Set in ACE.

Eurofins Softlines & Hardlines offers a flexible CPSC eFiling digital solution backed by an experienced team that supports you every step of the way. Whether you are a global brand, retailer, manufacturer, importer, or small business, we help you efficiently manage CPSC eFiling requirements and reduce the risk of border delays. With a highly flexible, tailorable solution, we accept paper and electronic Test Report Forms (TRFs) and can accommodate any type of business or product.

Please note: We manage the submission of your certificate data into the CPSC Product Registry, enabling you as an Importer of Record to file the Reference Message Set in the CBP ACE. The ACE filing itself, typically completed by your customs broker, remains your responsibility as an Importer of Record.

What is CPSC eFiling?

CPSC eFiling is the electronic submission of Certificate of Compliance data for the regulated consumer products through the CBP ACE during import entry. The process supports the filing of data elements for both the Children’s Product Certificates (CPCs) and the General Certificates of Conformity (GCCs) for products subject to CPSC rules.

The CPSC offers two methods to eFile the certificate data:

  • The Reference Message Set via the Product Registry
    • Enter certificate data into the CPSC Product Registry.
    • Submit the Reference Message Set through the ACE system.
    • The Product Registry allows importers to manage and view their certificates and grant access to third parties like brokers or testing labs. This is the method Eurofins supports on your behalf.
  • The Full Message Set
    • Submit all certificate data directly through the CBP’s ACE system.

CPSC eFiling requirements

eFiling requires electronic submission of the following Certificate (CPC/GCC) data elements as part of the import process:

  • Product Identification: Requires at least one unique ID (e.g., GTIN, model number, SKU) and a detailed product description.
  • Identification of Certifier: Requires the certifier's name, full address, email address, and telephone number.
  • Contact for Records: Requires contact information for the individual maintaining records of test results.
  • Manufacturer/Production Information: Requires the name, full address, and contact information of the manufacturing party.
  • Date and Place of Testing: Requires the date and place (including contact information) where the product was tested.
  • Attestation of Compliance: Requires an attestation statement on paper and electronic certificates, while eFiled certificates require attestation through CPSC's Product Registry.
  • Standards and Regulations: Requires listing each applicable rule, ban, standard, or regulation.
    • The Final Rule clarifies the requirement for listing testing exclusions on certificates when applicable, instead of providing testing information.

In practice, as an importer you need to be ready to:

  • Identify regulated products that require efiling.
  • Maintain accurate product and manufacturer information.
  • Organise required data of the CPC or GCC for electronic submission.
  • File the PGA Message Set in the CBP ACE, either the Full Message Set directly, or the Reference
  • Message Set after first loading certificate data into the CPSC Product Registry.
  • Monitor and maintain versioning of the Certificates for future shipments.

CPSC eFiling timeline

  • 18 December 2024: CPSC approved the final eFiling rule.
  • 8 January 2025: Final rule published in the Federal Register.
  • 8 July 2026: eFiling becomes mandatory for most regulated consumer products.
  • 8 January 2027: eFiling becomes mandatory for products imported into a Foreign Trade Zone (FTZ) and subsequently entered for consumption or warehousing.

Benefits of CPSC eFiling

CPSC eFiling is not just a regulatory obligation. When managed properly, it can also improve import efficiency. Key benefits include:

  • Reduced hold times: Electronic certification data minimises the need for physical document inspections, speeding up goods clearance.
  • Cost efficiency: Importers incur lower costs due to fewer holds and inspections.
  • Enhanced focus: CPSC can allocate resources to higher-risk shipments, improving overall product safety oversight.

CPSC eFiling digital solution

Eurofins Softlines & Hardlines has developed a robust, reliable, and seamless digital solution to help you meet CPSC eFiling requirements accurately and efficiently. We manage the submission of your certificate data into the CPSC Product Registry, enabling you to satisfy the ACE filing requirement using the Reference Message Set, while remaining flexible and accommodating to your precise needs.

We offer a highly flexible approach and can work with both paper and electronic testing documentation. Our team supports businesses of all sizes, from major global brands and retailers to smaller importers who need a practical, scalable route to compliance.

Two routes to the CPSC Product Registry

We provide two effective routes for getting product information into the CPSC Product Registry.

Route 1: CSV bulk upload

This route is especially useful when working with historical product data. It enables bulk upload to help establish your registry data, after which future filing can continue more efficiently through API-based processes.

Route 2: API integration

This is the most efficient and scalable option. Data is transmitted from our in-house system directly into the Product Registry through an API, creating a seamless software-to-software connection.

Our CPSC eFiling workflow

  1. TRF information gathering: We collect key product details from the customer, including primary product IDs, manufacturer information, manufacture date translation (tracking label vs. TRF), and Certificate Version ID logic (sequential, chronological, or testing report number).
  2. Technical review: Our technical team reviews exact citations, testing date, and laboratory identification details.
  3. Certificate generation: We digitally generate the relevant CPC or GCC.
  4. eFiling submission: We use the agreed route for your business, whether CSV bulk upload or API integration.
  5. Status tracking: We track the status record and provide visibility through the Eurofins Connected client portal.
  6. Certificate access: Issued certificates are made available to the customer through the Eurofins Connected client portal for review and download.

Please note: The final entry of the reference PGA message set into the CBP ACE is still required to be completed by your Importer of Record.

Frequently asked questions about CPSC eFiling

What is eFiling and why is it important?

Expand_img

CPSC eFiling is the electronic submission of Certificate of Compliance data for regulated consumer products imported into the United States. It is important because it helps importers meet CPSC eFiling requirements, supports filing through the ACE system, and improves compliance visibility at the border.

How does the eFiling process work?

Expand_img

The CPSC eFiling process involves collecting required certificate data for a CPC or a GCC, and submitting the information electronically through the CBP's ACE system at the time of entry, either as a Full PGA Message Set filed directly in ACE, or as a Reference Message Set filed in ACE after certificate data has been loaded into the CPSC Product Registry.

What are the benefits of using the Product Registry?

Expand_img

The CPSC Product Registry gives importers a secure place to store and manage certificate data, enabling use of the Reference Message Set when filing in CBP ACE. This reduces the data burden at the time of each entry, supports consistent submissions across shipments, and makes it easier to grant access to third parties, such as testing labs and brokers, who support the filing process.

What types of products need to be certified for CPSC eFiling?

Any products subject to a CPSC rule, regulation, ban or standard requires eFiling of the CPC/GCC data elements to the CBP ACE. List of these rules can be found at:

What information must be included in a CPC or GCC for CPSC eFiling?

Expand_img

For CPSC eFiling, importers must electronically submit key CPC/GCC certificate data elements at the time of entry. This includes:

  • A unique product identifier, such as a GTIN, model number, serial number, SKU, UPC, or alternate identifier, plus a product description
  • All applicable CPSC rules, regulations, bans, or standards
  • The name and contact details of the party certifying compliance
  • The name and contact details of the individual maintaining the records
  • The date and place of manufacture, including manufacturer details
  • The most recent testing date and location, including the testing body or laboratory details
  • The required certification attestation confirming the product complies and that the information provided is true and accurate

These requirements apply to all regulated consumer products requiring certification, including de minimis shipments valued under USD 800.

What is the CPSC eFiling timeline?
