On 14 July 2023, the European Commission adopted Regulation (EU) 2023/1464, adding formaldehyde and formaldehyde-releasing substances to Annex XVII of REACH as Entry 77. The aim is to reduce indoor air pollution caused by formaldehyde, a substance classified by the International Agency for Research on Cancer as a Group 1 carcinogen, which can be emitted by everyday consumer products.
Enforcement begins on 6 August 2026 for most articles, including furniture and wood-based articles, while the requirements for the interior of road vehicles begin on 6 August 2027. From those dates, products placed on the EU market that exceed the applicable formaldehyde limits under the prescribed test conditions will be non-compliant and may be subject to withdrawal, recall, or other enforcement action.

These thresholds are measured under the standardised chamber-based reference conditions set out in Appendix 14 of REACH.
Formaldehyde is one of the most widely used industrial chemicals globally. It is a key ingredient in adhesive resins, particularly urea-formaldehyde (UF) and phenol-formaldehyde (PF) resins. It is used in the production of particleboard, MDF, plywood, insulation, and textile finishes. The problem is that these materials continue to release formaldehyde gas long after manufacture, contributing to poor indoor air quality in homes, offices, and vehicles.
In furniture manufacturing, formaldehyde is deeply embedded in the production process. Engineered wood products such as particleboard, medium-density fibreboard (MDF), high-density fibreboard (HDF), and plywood form the structural core of most mass-produced furniture, from wardrobes and desks to kitchen cabinets and bed frames. These boards are manufactured by bonding wood fibres or veneers with formaldehyde-based adhesive resins, most commonly urea-formaldehyde (UF), which offers strong bonding at low cost but also has the highest emission potential.
Formaldehyde can also be present in surface coatings, lacquers, laminate finishes, and fabric treatments applied to upholstered furniture for flame retardancy or stain resistance. Because a single piece of furniture may combine several of these materials, the cumulative formaldehyde emission from the finished article can be significantly higher than that of any individual component.
Chronic exposure to formaldehyde is associated with respiratory irritation, skin sensitisation, and nasopharyngeal cancer.
Complying with REACH Annex XVII Entry 77 requires emission testing in a chamber, not just content testing. In other words, the focus is not simply how much formaldehyde is present in a material, but how much formaldehyde the finished article actually releases into indoor air under controlled conditions intended to simulate real use environments. A board, coating, foam, textile, or adhesive may look acceptable when assessed individually, but the finished article must still comply as a whole where Entry 77 applies.
ECHA prepared guidance on measuring formaldehyde releases from articles and formaldehyde concentrations in the interior of vehicles, in accordance with Appendix 14 of Regulation (EU) 2023/1464. That guidance is particularly important for furniture because, at present, no single test method describes specimen preparation and test chamber conditions in detail for all types of furniture. ECHA therefore indicates that furniture can be tested using methods such as EN 717-1, EN 16516, or EN ISO 16000-9, depending on the article and test setup.
At the same time, the guidance makes clear that method selection is not just a formality. The direct use of test results obtained using EN 16516:2017 + A1:2020 or EN ISO 16000-9:2024-03 to demonstrate compliance is only possible where the measured result is equal to or below the legal limit value in Entry 77. Where the measured result is higher than the limit, a scientifically valid correlation to the reference conditions described in Appendix 14 is required in order to demonstrate compliance, for example by correlation to EN 717-1 conditions.
By contrast, EN 717-1 is already closely aligned with the Appendix 14 chamber requirements and is generally the most straightforward route for demonstrating compliance for furniture and wood-based articles.

Chamber testing requires placing a product sample in a controlled environment (typically 23°C, 50% relative humidity, and a defined air exchange rate) and measuring formaldehyde concentration in the chamber air over time.
Tests can run up to 28 days to ensure the emission rate has reached a stable, steady-state level. This extended timeframe is important to account for. It means testing must begin well in advance of any market launch or shipment deadline.
For manufacturers with large product portfolios, representative testing is allowed. If products share substantially similar materials, construction, and finishing, a single test can cover a defined product family. However, this must be scientifically justified and documented.
Given that a single test cycle can take four weeks, and laboratory demand may remain high following the 6 August 2026 deadline, manufacturers should plan testing well in advance and allow sufficient lead time for product release and EU market placement.
