What are greenhouse gases?

Greenhouse gases (GHGs) are atmospheric gases that cause the greenhouse effect. Major GHGs include CO2, CH4, N2O, HFCs, PFCs, SF6, and NF3 (according to the 2020 Law on Environmental Protection).
Tonnes of CO2 equivalent: The mass of GHGs converted into tonnes of CO2 based on their respective global warming potentials.

Which production facilities are required to conduct a greenhouse gas (GHG) inventory?

The list of facilities required to conduct a GHG inventory is specified in Decision No. 01/2022/QĐ-TTg:

  • Facilities with emissions of ≥ 3,000 tonnes of CO2 equivalent, including thermal power plants, industrial production facilities, and commercial buildings with total energy consumption of ≥ 1,000 TOE (tonnes of oil equivalent).
  • Solid waste treatment facilities with a capacity of ≥ 65,000 tonnes.

Roadmap for GHG inventory and emission reduction at the facility level

  • 2023: Provide relevant information for the GHG inventory in accordance with guidelines by March 31, 2023
  • 2024–2025: Prepare the biennial facility-level GHG inventory report (covering the year 2024)
  • 2025: Submit the facility-level GHG inventory report to the provincial People's Committee by March 31, 2025
  • Finalize the report and submit it to the Ministry of Natural Resources and Environment by December 31, 2025
  • 2026: Conduct GHG inventory; develop and implement GHG emission reduction plans; trade GHG emission quotas and carbon credits
