Proposed changes to Italian Legislation

Italian stakeholders and technical committees are currently working on a proposal to upgrade the national Decreto Legislativo 75/2010 (3)

Essentially, the main objective is to facilitate the transition to the new Reg EU 1009/2019 by ensuring that all types of fertiliser designations not covered at European level, are covered at least on a national level, and that all fertilisers covered by the EU 2003/2003 Reg can also be included as fertilisers on a national level.

A further ambitious goal is aligning the national safety requirements and analytical methods with European Safety Regulation 1009/2019. To assist the sector's innovative companies, national associations of manufacturers are integrating new functional groups and categories of component materials. The focus would be on the following categories:

  • polymers
  • animal by-products
  • by-products
  • microbial plant biostimulants

This last point results in the new European regulation being subject to a very limited list of microorganisms, despite the fact that the industry has taken many strides forward. Therefore, it is necessary to make provisions, at least at the national level, so that the efforts, in terms of research and investment, carried out by the industry in this sector are not undermined.
