Here, our EAR experts comment on the Guidance on the assessment of exposure of operators, workers, residents and bystanders in risk assessment of plant protection products

The European Committee have endorsed the updated guidance on the assessment of exposure of operators, workers, residents and bystanders in risk assessment of plant protection products (EFSA Journal 2022;20(1):7032) with the implementation date of 1 January 2023.

This new guidance should also be followed for product authorization’s in Northern Ireland, whereas for submission in Great Britain, the non-dietary exposure should be assessed in accordance with the previous version of the guidance (EFSA Journal 2014;12(10):3874).

The Health and Safety Executive (HSE) propose to implement the 2022 EFSA Exposure guidance in Great Britain and will be seeking stakeholders’ views on that proposal, which will include a possible timeline for use in Great Britain.

This new guidance introduces the use of the online calculator

This updated calculator includes:

  • Operator Greenhouse (greenhouse AOEM (BfR, 2015; BfR 2020) including data; only additional “considerations” for bystanders and residents.
  • Updated Mixing/Loading data (outdoors, combined with indoors)
  • Updated TC [g. new for bolting sugar beet and harvesting peaches – based on new data]
  • Calculated re-entry interval
  • Updated human default values: Inhalation rates and default surface area of body parts
  • Average air concentrations: use of saturated vapour concentration
  • Updated protection factors for PPE
  • Combined risk assessment to multiple actives substances
  • Revised crop grouping and an extension of general re-entry activities
