Updated Harmonised Standards: Air Conditioners (Ecodesign and Energy Labelling)

On 9th March, the European Commission published “Commission communication in the framework of the implementation of Commission Regulation (EU) No 206/2012 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for air conditioners and comfort fans and of Commission Delegated Regulation (EU) No 626/2011 supplementing Directive 2010/30/EU of the European Parliament and of the Council with regard to energy labelling of air conditioners”, with the titles and references of harmonised standards under such legislation.

On 9th March  2018, the European Commission  published: “Commission communication in the framework of the implementation of Directive 1999/5/EC of the European Parliament and of the Council on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity and Directive 2014/53/EU of the European Parliament and of the Council on the harmonisation of the laws of the Member States relating to the making available on the market of radio equipment and repealing Directive 1999/5/EC  (Publication of titles and references of harmonised standards under Union harmonisation legislation)  (2018/C 092/05)”

Radio Equipment's SAR Value: Information to Consumers

 

On 28th February, France notified the European Commission the following proposals related to Radio Equipment’s SAR (Specific Absorption Rate) value information to consumers

Describe practical methods of communicating SAR to consumers.

Radio equipment with an output of more than 20 mW and which is likely to be used near the head or at a distance of less than or equal to 20 cm from the human body can only be put into service if it meets these technical specifications.

 

Sweden 

 

Language Requirements for Electronic Cigarettes and Refill Containers

On 20th February, Sweden notified the European Commission about proposal: “Regulations on electronic cigarettes and refill containers”

The aim of this proposed Regulation is to impose language requirement (in Swedish) on the information leaflet and the list of ingredients because current legislation in place does not have any language requirements regarding electronic cigarettes.

US - California

Proposal to Modify Efficiency Requirements: Portable Electric Spas, Battery Chargers

 

On 2nd March, US notified WTO (World trade Organization) the proposal from California Energy Commission to modify existing appliance efficiency regulations for portable electric spas and battery chargers.

China

 

China Issues "The Standard Management Catalogue of Limiting the Use of Hazardous Substances in EEE"

On March 12th 2018, the Ministry of Industry and Information Technology (MIIT) issued  "The Standard Management Catalogue of Limiting the Use of Hazardous Substances in Electrical and Electronic Equipment (EEE) (first batch)" and "The Exemption List to the Use of Restricted Substances in the Standard Management Catalogue”. These two standards shall come into force one year after the date of announcement.

The Management Catalogue describes the definition of scope and application for twelve products: Refrigerators, Televisions, washing machines, air conditioners, water heaters, printers, photocopiers, fax machines, monitors, microcomputers, mobile handsets and telephone handsets.  

The content of Lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers in those products shall be in accordance with the limit standards of the use of hazardous substances in EEE which is similar as European RoHS Directive. Meanwhile, the product should be included in the Conformity Assessment System of Limiting of the Use of Hazardous Substances in EEE.

The products listed in "The Exemption List to the Use of Restricted Substances in the Standard Management Catalogue" should fulfill obligations in accordance with the special restrictions indicated in the exemption list without dates of applicability.

China

China Compulsory Certification (CCC) Marking – Updates

 

On 15th March 2018, The “Certification and Accreditation Administration” (CNCA) released a notification regarding updates to the China Compulsory Certification Marking. These updates came into force on 20thMarch 2018.

Details are as follows:

Manufacturers are now permitted to print or impress the CCC Marking in accordance with the “Regulations on Management of China Compulsory Certification Marking”. Manufacturers are no longer required to submit a draft proposal of the label with the CCC Marking present to the Regulator for prior review and to obtain a permission license.

The CCC Marking has now been simplified and may no longer include annotations such as S (Safety), EMC, S&E (Safety and EMC) and F (Firework). The previous version of the CCC Marking can be eliminated naturally during product inventory or production transition.
