EN 71 series of norms is the basic norm that establishes the general criteria in Europe to guarantee the safety of a toy that is required for selling a toy in the member states of European Union. Since a toy is made up of different parts, verification of conformity is done only on those parts that apply to each type of product.

There are different specifications on toys safety in the USA.

For legally selling a toy in Europe, a product needs to be certified by a notified body which then allows to assign a CE mark if it complies with these norms, which takes into account the characteristics of the toy itself, its packaging, instructions, and labelling.
