According to Directive 76/768/EEC, and Regulation (EC) No. 1223/2009, cosmetic products that are sold in the European Community must not cause damage to human health when applied under normal or reasonably foreseeable conditions of use.

A number of substances are banned by the Directive and certain aspects of labelling (e.g. declaration of the ingredients to INCI guidelines) are regulated. Furthermore, the Directive places responsibility for notification and reporting on to the manufacturers, and requires them to hold specific documents (e.g. safety assessments) should they be required by regulatory authorities.
