Legal background of toy testing
The Toys Directive intends to guarantee that any toys placed on the European market will not have any negative impact on safety and health of children. For this purpose the CE mark has to be placed on all toys sold in any member state of the EU, showing compliance with the European Toys Safety Directive (2009/48/EC). The criteria for granting this CE mark are defined in a series of European standards, EN 71, parts 1 to 11. Depending on the subject, also the EN 62115 for electrical toys must be considered. The ASTM F963 standard lists methods for the safety assessment of toys for compliance with US legislation.
